George Floyd protests: report finds flaws in Minnesota Law Enforcement Response in 2020

“There have been several cases of journalists claiming to have been exposed to irritating or inflammatory substances, often referred to as tear gas, and other methods of crowd dispersal, and were illegally detained or arrested by law enforcement authorities (it is not clear whether these were state or local jurisdictions), despite displaying legal media certificates,” the statement said.

One “media representative” is cited as part of of the report said: “They would arrest people who have been clearly identified as established media. We don’t talk fringe, blogger media. We’re talking about established [media outlets].”

With regard to coordination, part of the report stated: “Both state-level officials and MPD representatives expressed disappointment at the lack of of communication between leadership in MACC [Multi-Agency Command Center] and the Minneapolis Emergency Center.”

“This led to several challenges, including the initial use of competing law enforcement strategies,” he continued.

Another big one”area of improvement”named in the report state tactics which were “often perceived as an escalation”.

“The actions of law enforcement agencies on lands during the turmoil were largely seen as antagonistic, useless and counter-productive for peace and community safety”, according to “the majority of community members and business owners who participated in this review.”

The report contained several recommendations for improving government response to future civil unrest. On the issue of exacerbation, part of the report said: “Riot gear and less lethal ammunition should not be visible to protesters unless law enforcement officials are under immediate threat and intend to use this weapon against crowd. DPS should dissuade law enforcement from rioting gear If only safety of respondents in danger”.

Among all the recommendations, three were considered “critical”: strengthening inter-agency coordination systems, improving coordination and relationships with local jurisdictions and media as well as leading efforts to address tensions between law enforcement and the public through deliberate trustbuilding efforts, education and the police accountability and transformation.

Wide report also highlighted strengths in state response to riots, including the State Patrol, the Minnesota National Guard, and the Department of Minnesota of Natural resources were mobilized quickly and worked with other agencies effectively protect critical infrastructure and human life, including elected officials in briefings, the imposition of an effective curfew “despite the fact that it was controversial” and more.

Agencies are reviewing the report

In response to the message, the Minnesota Commissioner of Public Safety Officer John Harrington wrote a letter to Minnesota Gov. Tim Walz on Wednesday saying: in part “Department of Public Safety Committed to Culture of continuous improvement. In addition to conclusions of this report, other external reviews and our internal findings after taking action, we are committed to community discussions and meetings with wilder k review conclusions and continue to look for ways to improve and build trust.”

Harrington also wrote that the department “will continue to insist forward but community-founded public safety an approach in all our work as well as legislative proposals for this session. Our work is not done.”

City of Minneapolis reviews report, Sarah McKenzie, spokeswoman for city of Minneapolis, writes CNN.

“The city is also concentrated on implementing the recommendations from the Hillard Heinz report, which was presented to the City Council earlier this month. The city hired security risk management company to review City’s response to civil unrest after murder of George Floyd,” he continued.
