Sir Keir Starmer vowed that Labor’s far-reaching proposals for transfer of powers allow people take back control” of their communities in a daring pitch to voters for Brexit.
The Labor leader said that party should turn the message used by Vote Leave during the EU referendum “from slogan into decision” by spreading power outside of Westminster.
