Effective coordination during a natural disaster is essential. That’s why

Large swaths of Pakistan suffered, including these people in Jafarabad in Balochistan – Ruthers

In accordance with official September 5 National Disaster Management Administration (NDMA) report. total of 33 046 329 people suffered from floods and heavy rains, and 1325 people died and 12,703 were injured.

outside of 33 million people affected, 1.9% are now living in shelters and camps set up through government.

Effective coordination during a natural disaster is essential. That’s why

outside of in total dead44.2% are men19.92% women and a staggering 35% children.

Belonging millions of homes partially or completely damaged, 87.46% in Sind alone. Of the 750,481 cattle killed since mid-June, the most, 66%, in Balochistan and 27% in Punjab. The damage is huge and one the province was protected from him.

At the moment, post floods, any disaster management would boil down two main aspects: timeliness and coordination.

According to the United Nations Office for Coordination of Humanitarian Affairs (OCHA), humanitarian coordination includes bringing humanitarian organizations together to ensure consistent and principled response to emergencies. The goal is to help people when they are most need relief or protection.

Pakistani disaster management regime took this is shape in 2005 after a devastating earthquake.

The Earthquake Relief and Rehabilitation Authority (ERRA) has done a commendable job of providing government institutions, civil society and international donors systematically on notorious single table. Idea behind in creation of ERRA was to make every effort and activity related to post-estimation of damage from natural disasters, reconstruction and rehabilitation in affected areas, one umbrella.

emergency managers know it’s good that the absence of effective coordination can lead too many problems such as duplication of effort, exclusion of marginalized groups, losses of resources and repetition of not this way-good-practices.

Coordination includes assessing situations and needs; agreement on common priorities; development common strategies for dealing with issues such as negotiating access, mobilization of financial and other resources; clarifying sequential public message exchange; and monitoring progress. By virtue of of its colossal proportions, the floods of this year need institutional arrangements for very desirable coordination.

good coordination also means less gaps and overlaps in assistance provided by humanitarian organizations.

It is important to emphasize here that ERRA intervened in 12 different sectors to provide people help, including in housing, livelihood, social protection health care, education, water supply and sanitation, management, power generation, telecommunications, tourism and transport. To deal with current flood eat urgently need identify sectors that need work on.

Then the clusters of coordination need to be set up. Clusters are groups of humanitarian organizations, both members and non-members of the UN, in each of in main sectors of humanitarian activities such as water, healthcare and logistics. They are appointed by the Interministerial Standing Committee (IPC) and have clear responsibilities for coordination.

Inter-cluster coordination is the joint efforts of sectors/clusters to achieve common goals, avoiding duplication and providing areas of need have priority.

In addition, inter-cluster coordination requires place in national and provincial levels to coordinate implementation of answer for each step of humanitarian program cycle.

Established under the National Disaster Management Act of 2010, NDMA is lead agency at the federal level to resolve with the whole spectrum of disasters. This is the executive of National Disaster Management Commission (NDMC).

in event of natural disaster, all stakeholders, including government ministries or departments and organizations, the armed forces, INGOs, NGOs and UN agencies work with NDMA for holding one window operations.

Therefore, NDMA, with in help of UN bodies can provide a common strategic direction to the humanitarian community, and inter-cluster coordination can provide a platform for clusters in work together for fiscal and operational efficiency.

Floods are a human disaster of unmanaged proportions. If not treated with science and quickly, it will leave a lasting impression. on in socialeconomic and political life of Pakistan.

If a history could be the guide here aftermath of Cyclone Bhola (1970) is still being felt and unless politicians expand space for humanitarian activities and organizations, these floods have every chance of plunging the country into crisis.
