Biden asks Congress to ease visa restrictions on highly educated Russians

Request, if accepted, allow Russians with master’s or doctoral degree in fields of sciencetechnology engineering or mathematics to apply for visa without first getting an employer sponsor in United States.

Amendment also demand from the Department of National Security “expedite review of such applications”, document says”as needed” and with necessary check.

The administration explained in a document stating that the authorities “will help United States attract and preserve Russian STEM talent and undermine Russia’s innovation potential, benefiting the US national security.” According to the document, the term of office expires four years after the date of its entry into force.

“We want seize on this opportunity to provide leading Russian scientists with a clear way out of Russia for good and come to the USA robbing Putin of his best innovators and best brains, White House official told CNN. “We believe this will advance our own national security and strengthen our economy adding highly qualified people to our workforce, and what is also weaken Russia’s innovation base while strengthening our own.”

USA already sought to limit the Russian ability to remain technologically competitive through the introduction of strict export restrictions on materials like semiconductors, which found in thousands of electronic products.
